summary

Huawei describes concrete moves: releases a project called Quar as an orchestrator for multi‑sandbox containers (WASM or traditional) and publishes it under the Apache License with no commercial restrictions; another project Expanse targets portable managed services across multicloud and a Decision study claims it would raise European cloud growth from 14% to 27.9%; core projects go into CNCF under the CNCF IP Charter so code cannot be relicensed or withheld, and governance aims to preserve open participation.
