Two case studies compare a legacy municipal case-management system and a fresh AI prototype to show what actually works: GD Matrix is a monolithic system built from 2011 under public contracts, already copied by about seven or eight cities but lacking collaborative governance and needing IP clearance; Brain40 is a one-year‑old AI project developed on GitHub and designed to be opened with a license. A lightweight four‑page MOU, Drupal/GPL choices, Slack/agile workflows and a proof‑of‑concept deployed in December bring 10 councils together and project ~£117k saved per five microsites.
