Reproducible workflow couples Eqasim→MATSim→SUMO pipeline to turn department‑level synthetic populations into network‑executable SUMO plans, anchoring activities to POIs and GTFS and mapping fleet to HBEFA4 classes; 97% conversion success yields ~16,952 plans and 7,952 simulated car users. Emissions allocate 100% to drivers and 50% to passengers, producing 82.9 t CO2 (4.89 kg/person/day) vs a 4.78 kg/day reference. Results show strong heterogeneity: top 20% produce 50% of CO2, driven by longer daily distances and diesel vehicle overrepresentation.
