Modern reconfigurable datacenter networks reconfigure in as little as 20 μs and hold circuits for fewer than 10 RTTs, and standard TCP variants only reach about 50–55% circuit utilization. The authors build the open-source Etalon emulator and show two practical fixes: an in-network dynamic TOR buffer resizing that prebuffers ~40–50 packets, and an endpoint mechanism that uses the explicit ECN-echo cwnd boost to multiplicatively ramp up. Combined, these increase circuit utilization by 1.91× while increasing tail latency only 1.20×.
